Your example doesn't fit.
Definition of meme:
>an idea, behavior, or style that spreads from person to person within a culture
So to accept something as a meme it needs to spread first. If someone is quietly sitting on an idea then it won't become a meme. And the "within a culture" part suggest the spreading on a wider scale. Maybe even at the first few transmission it shouldn't count as a meme.
Well, maybe if that particular culture is small enough like a subculture with only two members then even the first "infection" could give birth to a meme.

I guess transmission certainly is part of the definition of meme:

I guess meme must be known within group, or spread fast to became known, otherwise you can call anything a meme.

Meme must be recognizable so memeber of a group will get some association in his mind when he'll see it. If piece of information means nothing to receiver, it can't be a meme.
